All through the weekend of Aug 10th - Aug 12th, there will be a special Dragon Festival "Redux" at the Shing Jea Monastery.
Those that were unable to take part in the Festival in July, or those that just want to have another go at racing those beetles , will be able to take part in the festivities this weekend :)

A set of changes to the HA shall be rolled out this week as Arena.Net prepares for another HA Test Week.
These changes shall be, for now, be a part of test week changes and due consideration will be given to player feedback.
